Friends, as you all know that the soul of our country occurs in villages. In India, almost 60% of the population of our country lives in villages. Along with this, you are also aware that in India many villagers and farmers do not have the legal authorities over their land. Friends, the Swamitva Scheme is launched on 24 April 2020 on the auspicious occasion of National Panchayati Raj Day’.

Aim Of the Swamitva Scheme or Ownership Scheme

The main aim of the Swamitva Scheme is to design the property ownership record of land in the village areas across all India. Under this scheme, the rural population has been empowered by the government by confirming their ownership of land titles granted the official document to the common mass.

The government of India has launched the ownership scheme to examine and map residential land ownership by using modern technology such as by using drones in the rural sectors. On Friday the prime minister Modi has been launched the ‘Ownership scheme’ or ‘Swamitva Yojana’. On the Panchayati raj Diwas with the purpose to make changes in the maintenance of the property record. On the prestigious occasion of the Panchayati Raj Diwas, the Prime minister Modi also collaborated with the Sarpanches of the gram panchayats through the video conferencing across the country.

Main key points of the Swamitva Yojana/Ownership Scheme

By using the Modern Techniques the record of the Land Ownership will be created in the rural section under the Swamitva Yojana.

The  Union Government of the Panchayati Raj Ministry launched this scheme on 24 April 2020 (Friday), on the Panchayati Raj Diwas.

The need for the ownership scheme has been felt when the common mass does not have the legal authorities of their land in the village areas.

The estimation for verification of land ownership has not been done before while doing the survey and measurements of the land of the populated areas in the rural sector.  

This yojana will help to fulfill the gap in the villages to provide the right of Ownership to the landowners. This scheme will become a tool to reduce social strife and mocks on account of discord over land properties in the rural section.

Under this scheme, the non-disputable record has been created of the residential land to measure the land by using the latest technology such as drones. 

The Central Panchayati Raj ministry, Survey of India, Panchayati Raj departments, and Revenue departments of various states will come together to create the close coordination under this scheme.

The digital map of every property falling under the geographical limit of a village and the revenue area of the democratic boundaries will be created by using the drones.

Through the drone mapping, the measurement of the land has been done accurately and on the basis of the digital map the property card has been prepared every property in the rural area and this card has been given to the property owner. The land revenue records department will be recognized by these cards.

By getting the official property right the villagers will be able to access the bank finance or loan by using the collateral of the property.

The maintenance of the property record will be done at the panchayat level, which allows the panchayat to collect the associated taxes from the landowners. The rural infrastructure and facilities will be built by using the money generated by local taxes. This scheme makes an increment in the market price of the property.

Under this scheme Panchayati raj will be facilitating tax collection, new building, and structure plan, issuing of permits, and for thwarting attempts at property grabbing will be down by using the accurate property record.

Benefits of the Swamitva Yojana or Ownership Scheme:

Drone Surveying technology to be used for mapping all properties inside the village area.

  It will protect land ownership issuance of the property card will enable them to use their property financially in the rural area.

The accurate record will enable the issuance of permits for construction, elimination of illegal occupation, etc.

It will increase coverage of property tax collection for providing better quality gram Panchayat development plans.
