Objective Of PMFBY

The main objective of Pradhan Mantri Fasal Bima Yojana is to support farmers to achieve sustainable production in the agriculture sector.

♦ This scheme is providing financial support to the farmers from damaging crops from natural calamities.

♦ Supporting farmers to stabilize their income and continuance in agriculture.

♦ Providing innovative ideas for farming and giving modern technologies to boost their crop productivity.

♦ Providing the proper flow of credit in the agriculture sector. This will help to contribute to food security, crop diversification, and increasing growth and competitiveness in the agriculture sector besides protecting farmers from crop production risks.

Highlights of Fasal Bima Yojana Scheme

♦ The minimum premium for all Kharif crops is 2%, the farmer has to pay only 2% premium and 1.5% for all Rabi crops. And for annual commercial and horticultural crops the farmers need to pay only 5%. These premium rates are very low for farmers and the balance premium will be paid by the Government to assure the full amount to the farmers against crop loss by sudden natural calamities.

There is no upper limit on Government subsidy. Even if the balance premium is 90%, it will be paid by the Government.

♦ Before this, there was a provision of capping the premium rate by which results in low claims being paid by the farmers.

♦ Generally, the capping was done to limit the Government outgo on the premium subsidy. Now, this capping has now been removed and as a result of this farmers will get a claim against the full sum insured without any reduction of amount.

♦ Technology plays a crucial role in this scheme. Like smartphones will be used to capture and upload data of crop cutting to minimize the no of days in claim payment to farmers. While remote sensors will be used to minimize the no of crop cutting experiments.

PMFBY is a very good replacement for NAIS/MNAIS, there will be complete exemption of Service Tax liability of all the services of this scheme.

♦ With the help of this scheme, the farmers are getting 75-80% subsidy on premium insurance.

Farmers to be covered Under Pradhan Mantri Fasal Bima Yojana

All farmers including sharecroppers and small farmers growing the Rabi, Kharif, and other crops in the prescribed areas are eligible for this scheme.

▶ Farmers should have an insurable interest in the notified/ insured crops. While the non-loanee farmers need to submit the necessary land documents prevailing in the state Records of Right (ROR), Land possession Certificate (LPC), etc. and/ or applicable contract/ agreement details/ other documents notified/ permitted by the concerned state government(in case of sharecroppers/ tenant farmers).

Compulsory coverage:  The registration under the scheme, farmers who possess insurable interest in the cultivation of the mentioned crops in prescribed areas. The insurable interest in the cultivation of the prescribed crops in the mentioned area, shall be mandatory for the following categories of farmers:

▶ Farmers in the particular area who have a Crop Loan account/KCC account (called as Loanee Farmers) to whom credit limit is sanctioned/renewed for the notified crop during the crop season.

▶ And such other farmers whom the Government may decide to include from time to time.

VoluntaryComponent: The Scheme would be optional for the non-loanee farmers. 

The government is making special efforts to cover the maximum number of SC/ST/Women farmers under this scheme.

Coverage of Risks and Exclusions

The following stages of the crop and risks leading to crop loss are covered under the scheme. 

a) Prevented Sowing/ Planting Risk: The insured area is prevented from sowing/ planting due to deficit rainfall or adverse seasonal conditions.

b) Standing Crop (Sowing to Harvesting): Comprehensive risk insurance is provided to cover yield losses due to non-preventable risks, viz. Drought, Dry spells, Flood, Inundation, Pests and Diseases, Landslides, Natural Fire and Lightning, Storm, Hailstorm, Cyclone, Typhoon, Tempest, Hurricane, and tornado. 

c) Post-Harvest Losses: coverage is available only up to a maximum period of two weeks from harvesting for those crops which are allowed to dry in cut and spread condition in the field after harvesting against specific perils of the cyclone and cyclonic rains and unseasonal rains. 

d) Localized Calamities: Loss/ damage resulting from the occurrence of identified localized risks of hailstorm, landslide, and Inundation affecting isolated farms in the notified area. 

General Exclusions: Losses arising out of war and nuclear risks, malicious damage, and other preventable risks shall be excluded.

Unit of Insurance

The scheme will be implemented in the Areas that are Approachable i.e., Defined Areas for each notified crop for a wide range of calamities with the assumption that all the insured farmers, in a unit of insurance, to be defined as “Notified Area” for a crop, facing similar risk exposures, occurrence in a large area, identical cost per hectare, earning comparable farm income per hectare and having similar experience similar extent of crop loss due to the operation of an insured peril, in the notified area.

State implementing PMFBY at Village/ Village Panchayat level shall be entitled to 50% reimbursement of incremental expenses of CCEs and the cost of smartphones/ improved technology from the Government. Only eligible items will be considered for reimbursement.
